What are the real modeling agencies? Can anyone help me.?

Okay so I tried barbizon and one source talent last year and they said they wanted me but they asked for money in the end. I think both were trying to scammed me so I didn't do it plus my mom didn't have the money. I'm a 5"3ft 16 year old girl who's from new york. I know I'm too short to be a runway. Not to sound cocky but I think I have a good chance of having what it takes. I would be also interested in acting. So someone please help me. I would appreciate it so much! I won't stop until my dreams come true!(:
